Theme Session 1 - Ecosystems, Predictability and Robustness.

Keynote Speaker: Tony Smith (CSIRO Marine and Atmospheric Research, Hobart, Australia). 'Scientific tools to support practical implementation of ecosystem based fisheries management' - click here

This session will discuss how to manage fisheries in a complex and changing environment and address such questions as:

• What part of the ecosystem and types of change really matter to sustainability of use and conservation of resources ?
• How can management be robust to uncertainty about future state of nature ?

Theme Session 2 - Fisheries Systems and Linkages.

Keynote Speaker: Serge Garcia (FAO, Rome, Italy). 'Fishery Systems And Linkages: From Clockwork To Soft Watches' -click here

This session will examine management strategies in the context of the overall “fisheries system” that links the marine ecosystem, users, scientists, government agencies and other stakeholders. Papers will examine how strategies handle the linkage points between these groups, for example:

• Compliance with management by the industry (agencies with users)
• Co-operation in research and gathering data (users with scientists)
• Effective use of experiential knowledge in describing and monitoring fish stocks and the broader marine ecosystem (scientist with users)
• Feedback from management measures to data quality (agencies with users with scientists)

Theme Session 3 - Tools for Achieving Robustness in Management.

Keynote Speaker: Andre Punt (University of Washington, Seattle, USA). 'Identifying Management Systems that are Robust to Uncertainty: Lessons from the International Whaling Commission' -click here

Technical issues will be explored in this session including:

• Evaluating short and medium term risk under different management scenarios.
• Priorities of operational objects and reference points which ensure management is robust to uncertainty
• Mechanisms for communication of risk and uncertainty

Theme Session 4 - Decision making and Institutional Frameworks.

Keynote Speaker: David Symes (University of Hull, Hull, UK). 'Fisheries governance and institutional reform: how far have we really come and where should we be heading?'-click here

The heart of any management strategy is how it structures operational decision making. This session will consider the practical aspects of decision making within management strategies including:

• How scientific advice can better meet the needs of managers and stakeholders.
• What role the various players really have in various institutional frameworks.
• Different forms of participation in decision making in respect to various issues at various scales.
• Implications of basic management approaches (ITQs, effort, etc.) for decision making processes

Theme Session 5 - Reflections

Keynote Speaker: (John Farnell, EU Commission, Brussels, Belgium)

The final session of the symposium will consist of a Keynote delivered by John Farnell (EU Commission) on ‘Fisheries management in Europe - how we all have to change’. This will be followed by a talk on ‘Recent Changes in the Australian Fisheries Management System’ by Nick Rayns, Manager, Australia.

The reflections part of the session will be consist of an NGO's (Christine Absil, Netherlands), Industry (Michael Anderson, Denmark) and a manager's (Kevin Stringer DFO, Canada) perspective on what they have heard during the symposium.

The session will conclude with comments from the floor and a final summary of the key messages from the symposium.

Although the theme sessions above are presented as 4 separate topics, the emphasis of the Symposium is on the concept of Management Strategies. Effective strategies address the full complexity of the system being managed – biological, environmental and human. Contributions should place and evaluate case studies or simulations in this context and not focus exclusively on a single factor or interaction.

The Symposium will be organised into these plenary sessions, each introduced by an invited keynote lecture followed by contributed papers. Separate poster sessions will also be organised with summaries of the posters presented in the corresponding plenary session.
